Palestinian
Authority president and Fatah chairman Mahmoud
Abbas stated unequivocally Monday that he
does not accept the Jewish state.
"I
say this clearly: I do not accept the Jewish
State, call it what you will," he said
at a preliminary conference of the Palestinian
Youth Parliament in Ramallah.
At the end of the conference, Abbas was presented
with a large framed map of "Palestine,"
covering the entire area of Israel.
The photo of the map being held aloft by a smiling Abbas was featured in a prominent front-page position in both PA daily newspapers. Note that the word "Palestine" appears on the map in English.
The
widespread condemnation of Iranian President
Ahmadinejad's speech attacking Israel and
Zionists at the UN's "Durban II"
conference in Geneva made headlines around
the world. But Western leaders and media seem
reluctant to take the next step: Recognizing
that the Iranian leader's views are not an
isolated phenomenon, but are widespread in
the Muslim world.

The world
reacted with outrage at the speech by Iranian
President Ahmadinejad at the Durban Review
Conference on Racism in Geneva. European countries
stormed out of his talk and released an array
of statements condemning his words.
But the real problem is not that an Ahmadinejad
exists, or that he proudly and vociferously
spews hatred against Jews and blames Zionism
for the world's evils. The problem is that
his views are anything but unique in the Muslim
world.
Tragically, it seems that Western leaders
are using Ahmadinejad as their radical Islamic
whipping boy in order to content themselves
that they are doing all they can to fight
growing radical Islamic racism, its calls
for a world without Israel and genocide of
Jews, and its espousal of Holocaust denial.
In reality, the strong media and government
reactions to Ahmadinejad's hate promotion
serve only to highlight their hypocrisy in
ignoring the same ideology when it's expressed
by Arab leaders who have succeeded in making
the Western world's list of "good guys."
Saudi King Abdullah - whom President George
W. Bush kissed and to whom President Barack
Obama bowed earlier this month -- has blamed
Israel for terror attacks in Saudi Arabia:
"We can be certain that Zionism is behind
everything ... I don't say 100 percent, but
95 percent." [Saudi 1 Television, May
2, 2004]
Grade 9 children in Saudi Arabia are taught
that "the hour [of judgment] will not
come until the Muslims fight the Jews and
kill them, until the Jew hides behind rocks
and trees, until the rocks or the trees say,
'O Muslim! O servant of God! There is a Jew
behind me. Come and kill him!"
Earlier this year, the head of the Department
of Islamic Studies at Saud University pronounced
that "Jews are the enemies of Allah."
Dr. Walid Al-Rashudi also prayed for the extermination
of all Jews: "Kill them one by one and
don't leave even one." [Al-Aqsa (Hamas)
TV, Jan. 12, 2009.
It is the very existence of the Jews, not
their actions or even their Zionism, that
fuels the rhetoric of many Islamic political
and religious leaders.
"If the Jews left Palestine to us, would
we start loving them? Of course not. . . .
They are enemies not because they occupied
Palestine. They would have been enemies even
if they did not occupy a thing," said
Egyptian cleric Muhammad Hussein Ya'qoub.
". . . You must believe that we will
fight, defeat, and annihilate them, until
not a single Jew remains on the face of the
Earth." [Al-Rahma TV (Egypt), Jan. 17,
2009]
Is this any different from Ahmadinejad's calls
for a world without Israel?
And look at Palestinian Authority leader Mahmoud
Abbas, depicted by the West as a moderate
to whom Israel is supposed to offer statehood.
But the TV channel directly controlled by
Abbas's office regularly runs educational
programs to teach Palestinian adults and children
alike that there is no state called Israel,
and that all Israel's land is actually "occupied
Palestine."
Palestinian children are taught that Israeli
cities throughout the entire country - from
Haifa in the North, to Jaffa (part of Tel
Aviv), to Eilat in the south, are all actually
Palestinian cities. Videos feature songs about
a "Palestine" that erases Israel
and a future when the Israeli cities Jaffa
and Haifa will be "liberated."
Hamas, which has convinced many Western leaders
and journalists that it spends more time building
schools than bombing civilians, broadcast
a sermon earlier this month depicting the
Jews as enemies of humanity, inherently evil,
seeking to rule the world and a dangerous
threat to Muslims.

Jew or Zionist will be left on the face of

boy actor Why is Ahmadinejad's Holocaust denial
so passionately denounced when Palestinian
Holocaust denial is so utterly ignored? Hamas
TV broadcast a special documentary last year,
explaining that the Holocaust was a Zionist
scheme to rid the world of elderly and handicapped,
and to gain world sympathy. Fatah's PA TV
broadcast a children's program that said explicitly
that Israel burned Palestinians in ovens.
So why is Abbas presented as a peace partner,
Egypt as a peace broker and Abdullah as a
friend of the West? Why does the world not
react with outrage to calls for "extermination"
of Jews from anyone other than Ahmadinejad?
If the West is serious about peace, then all
hatred must be condemned. And we must recognize
that the real enemies of peace are not only
the Ahmadinejads of the world, but the "friends"
who have mastered the doublespeak of calling
for peace in English while inciting hatred
in Arabic.

The Genocide Mechanism

Survivors of the genocides in Rwanda and Darfur spoke in Geneva this week at the parallel conference on human rights to counter the UN Durban II event. Listening to them describe how they were systematically demonized by the killers made it clear that genocide does not happen in a vacuum. The hate condition of a population willing and anxious to commit genocide needs nurturing. Genocide must be framed positively to get the necessary broad public support.
Common to the framing of all genocide is a very specific kind of demonization. In Rwanda, the Hutus taught that the Tutsis were cockroaches and snakes. Tutsi women were portrayed as cunning seductresses who used beauty and sexual power to conquer the Hutus. In Bosnia, a fictitious news report said Muslims were feeding Serb children to animals at the Sarajevo zoo. Radio Rwanda repeatedly broadcast a warning that Hutus were about to be attacked by Tutsis, to convince the Hutus that they needed to attack first to protect themselves.
This demonization included two specific components. First, the victims had to be perceived as a clear and present threat, so that the killers were convinced they were acting in self-defense. Second, the victims were dehumanized, so that the killers convinced themselves that they were not destroying real human beings.
A decent person will not join in a murder of innocents, but a decent person might join in the killing of a subhuman who is threatening his very existence. Framing genocide as self-defense can turn decent people into killers. Protection of children and family can turn a calm neighbor into a passionate murderer, because self-defense is always justified.
In Darfur and Rwanda, all that was necessary to turn a society of ordinary people into killers was to convince them that they were in danger, and that the people endangering them were less than human.
LOOKING BACK on Jewish history, it is clear that the method used to foment violence against Jews has always involved the same framing of "self-defense," with only the details changed.
So when Jews were falsely accused of poisoning wells in the Middle Ages, causing thousands of deaths, even decent people joined in the killings. They did not perceive themselves as murderers because they were defending themselves and their families.
When Jews were believed to be using blood of children for Passover matzot, even decent people felt comfortable massacring Jews, as they were defending their children from horrific torture.
Even Hitler used this argument of self-defense in Mein Kampf: "In this case [given the Jews' threat to the German people] the only salvation remaining was war, war with all the weapons the human spirit, reason, and will could muster... If the Jew... is victorious over the peoples of this world, then his crown will be the funeral wreath of humanity... Thus I believe today that I am acting according to the will of the almighty creator: When I defend myself against the Jew, I am fighting for the work of the Lord."
Hitler, too, packaged his genocide as legitimate self-defense. The details may change in each society, but the framing is always the same.
EXAMINING PALESTINIAN hate promotion today, it is especially striking and disconcerting that these components of the past genocides against Jews are prominent elements of the hate promotion of the Palestinian Authority and Hamas against Jews and Israelis.
Two items on Hamas TV earlier this month clearly document this.
Hamas TV broadcast a skit featuring actors playing a Jewish father and son, in traditional hassidic garb, discussing the hatred of Muslims that their Jewish religion mandates. The father even revives the age-old libel that Jews drink the blood of Muslims: "Shimon, look, my son, I want to teach you a few things. You have to hate the Muslims... we want to kill the Muslims, we Jews want to drink the blood of Muslims." He later criticizes his son for washing his hands in water before prayer: "We have to wash our hands with the blood of Muslims" (Al-Aqsa TV, April 3). Ironically, the Hamas accusation that Jews drink Muslim blood came the week before Passover, the anniversary of many horrific blood libels.
That same day, a Hamas religious leader ended his sermon with the promise of eventual genocide of the Jews. But to frame it properly, he opened with a depiction of Jews as the enemies of humanity: The Jews are inherently evil, seek to rule the world and are a threat to Muslims and all of humanity.
This is how Ziad Abu Alhaj framed it: "Hatred for Muhammad and Islam is in their [Jews'] souls, they are naturally disposed to it... Israel is a cancer that wants to rule the world." He concluded that the Jews are destined to be annihilated: "The time will come, by Allah's will, when their property will be destroyed and their children will be exterminated, and no Jew or Zionist will be left on the face of this earth" (Al-Aqsa TV, April 3).
THIS DEMONIZATION and dehumanization of Jews is not limited to Hamas. Although hesitant to call for explicit murdering of Jews while seeking Western money, the PA continues its unrelenting framing of genocide as self-defense and for the common good.
In the PA-Fatah media today, Jews and Israelis are demonized through malicious libels, including such lies as the assertion that Israel intentionally spreads AIDS and drugs, conducts Nazi-like medical experiments on Palestinian prisoners and is planning to destroy the Al-Aqsa Mosque.
Says the Palestinian chief religious justice, Tayseer al-Tamimi: "The AIDS issue needs to receive due attention... since we neighbor a society [Israel] where the disease is widespread and which acts to transmit [AIDS] to Palestinian society. The occupying authorities, especially in Jerusalem, are working to spread drugs and drug addiction, without a doubt" (PA radio, February 17, 2008).
And this from Dr. Mutawakil Taha, head of the Palestinian Writers' Union and former PA deputy minister: "We saw how they [Zionists] stab bellies of pregnant women, slaughter infants and eat life in cold blood. They targeted children and the wombs of women so this people won't reproduce" (PA TV, March 4, 2008).
A July 2008 article in Al-Ayyam accused Israeli settlers of releasing rats in Jerusalem's Old City "to turn the [Arab] residents' life into a living hell, forcing then to leave..." (July 17, 2008). A PA TV video clip juxtaposes scenes of a real Israeli tank with fictitious scenes of a child actor being shot, creating the fiction that Israelis deliberately target and shoot Palestinian children (PATV, May 15, 2008).
Just as the Tutsis were described as cockroaches and snakes, both Hamas and the PA have described Jews as loathsome and dangerous animals, including cockroaches, spiders, scorpions and alligators.
While each libel is somewhat different, their essence is the same: The Israelis and the Jews are dangerous, they are not human, we need to defend ourselves from them and we are clearly justified in doing so.
It is tragic that this framing of genocide as necessary self-defense has been so chillingly successful.
A poll after last year's murders of eight teenage yeshiva students found that "84 percent of Palestinians support the terror attack killing eight young students in a Jerusalem yeshiva on March 6, 2008" (Poll by Palestinian Center for Policy and Survey Research, The New York Times, March 19, 2008). How can an entire Palestinian society support the murder of children? Clearly, the framing of Jews and Israelis as mortally dangerous to Palestinians has been totally successful.
Israel now faces a society that is very possibly past the stage of genocide framing and at the point of seeing the killing of Israelis, even teens, as justified. All that would be necessary for the population to go along with the final script, detailed so many times by its leaders, would be the means.

A Hamas cleric who once participated in an international conference of "Imams and Rabbis for Peace" -- whose delegates vowed to "condemn any negative representation" of each other's religions -- has wholeheartedly espoused Hamas's racist ideology in a recent Friday sermon on Hamas TV.
Ironically, this latest profession of Hamas's genocidal racism was preached and broadcast at the start of the month in which the UN is meeting in the "Durban II" conference in Geneva to condemn Israel as being "racist."
According to the Hamas interpretation of Islam, the Jews are inherently evil, seek to rule the world, and are a threat to Muslims and all of humanity. Therefore they are destined to extermination. In the words of Hamas religious leader Ziad Abu Alhaj, "Hatred for Muhammad and Islam is in their [Jews'] souls, they are naturally disposed to it..."
He asserts that because of the Jews' inherent evil, the Jewish state, "Israel ... is a cancer that wants to rule the world." One can find the details of the Jews' plan in The Protocols of the Elders of Zion, which he jokingly refers to as "The Protocols of the Imbeciles of Zion" (a play on words in Arabic). He concludes that the Jews are destined to be annihilated:
"The time will come, by Allah's will, when their property will be destroyed and their children will be exterminated, and no Jew or Zionist will be left on the face of this earth."

He also claims that the Jews wanted to murder Muhammad.
This imam, who is preaching the genocide of Jews, participated in the Second World Congress of Imams and Rabbis for Peace in 2006, which also featured many prominent rabbis from Israel. The final statement from the Seville conference included the pronouncement, ". . . We condemn any negative representation of these [religious beliefs and symbols], let alone any desecration, Heaven forbid. Similarly, we condemn any incitement against a faith or people, let alone any call for their elimination, and we urge authorities to do likewise."

Hamas Blood Libel: Jews drink Muslim blood

Jews drink the blood of Muslims and believe that God wants Jews to hate Muslims, according to a Hamas TV skit. Performed before a live audience at the Islamic University in Gaza, the segment features actors playing a father and son, in traditional Hasidic Jewish garb, discussing their God mandated hatred of Muslims.
The skit opens as the father instructs: "We Jews hate the Muslims, we want to kill the Muslims, we Jews want to drink the blood of Muslims." It is later explained that Jews wash their hands before prayer, not with water, but with Muslims´ blood: "We have to wash our hands with the blood of Muslims."
Blood libels were a tragic part of Jewish history, as Jews were accused of using the blood of non-Jews for ritual purposes, especially the baking of Matzah for Passover. Blood libels created deep hatred and were an effective trigger for numerous pogroms and the murder of thousands. The Hamas accusation that Jews drink Muslim blood comes the week before Passover, the anniversary of many horrific blood libels.

While the words are being sung, a young girl throws darts shaped like missiles at a target shaped like the Star of David, promoting another repeating Hamas message - violence against Israel. When the target is hit and the Star of David falls, the young girl raises her hands in victory.

Yesterday I posted an item about a small ray of sun in the otherwise long and dark night that has been Palestinian-Israeli relations for the past 60 years. Well, for every spark of reconciliation there's a bucket of hate to drown it.
This week Canadian parliamentarians got a glimpse at just how intractable the hatred can be. They had a briefing from Itamar Marcus, an Israeli researcher who specializes in monitoring Arabic media. His website Palestinian Media Watch is an invaluable tool for anyone seeking to understand what many Palestinians really think.
Palestinian clerics and other opinion-makers have long had a tendency of saying one thing to English-speaking audiences but saying something entirely different when speaking in Arabic to domestic audiences. Palestinian Media Watch allows non-Arabic speakers (western journalists and policy-makers, for example) to get an honest and candid sense of Palestinian attitudes.
Itamar Marcus and his North American colleague Barbara Crook - she lives in Ottawa, by the way - have produced a jaw-dropping report on the crazy things that, at this very moment, are being broadcast on Palestinian TV and printed in Palestinian newspapers. Most chilling are the hallucinatory libels that Israel is deliberately spreading AIDS and drug addiction in Palestinian communities, that Israeli soldiers stab "the wombs" of Arab women so they can't reproduce, that Israel conducts Nazi-like experiments on Arabs.
Most bizarre is the libel, in circulation in the mainsteam Palestinian press, that Israel is using a breed of rats immune to poison and have set them loose in Arab neighbourhoods. Seems that the Jews have retained their Biblical power to control the elements and unleash supernatural plagues on their enemies.
Now it's true that if you went into some ultra-nationalist Zionist neighbourhoods, you'd find pretty nasty and, yes, maybe even hallucinatory attitudes about Arabs. But you don't see such ideas promoted in Haaretz or The Jerusalem Post the mass circulation Israeli media. If anything, it's the Israeli media that tries to expose those sentiments in Israeli society.
PMW director Itamar Marcus spoke last week to members of the Canadian Parliament and presented a new PMW report entitled "Canada and the Palestinian Authority." The report shows that the PA has misled Canada, enabling the PA to receive Canadian funding despite its violations of explicit Canadian conditions that it refrain from hate and terror promotion.

More than a year after the Annapolis conference,
the Palestinian Authority continues to mislead donor countries.
In English, it talks peace, but in Arabic, it:
· denies Israel's existence
· incites hatred
· promotes terror and glorifies terrorists

Executive Summary
The Annapolis Conference in November 2007 created hope for the renewal of a peace process after years of Palestinian Authority (PA)-supported terror. PA Chairman and Fatah leader Mahmoud Abbas assured Israel and the world in English that there had been a sincere change.
However, in Arabic the Palestinian Authority, Fatah leaders and the Abbas-controlled official PA media are no more peaceful towards Israel than they were during the Arafat era. In fact, during the 12 years of PMW's existence, there has never been a period of such intense demonization of Israel, continuous hate promotion, terror glorification, and open denial of Israel's existence by the PA (Fatah) and the Abbas-controlled media than what we have witnessed in 2008 - 2009.
Canadian Funding of the Palestinian Authority
Canada halted funding for the Palestinian Authority after the January 2006 Palestinian Authority general elections led to the formation of a Hamas government:
"Canada became the first donor to suspend aid to the Palestinian Authority on Wednesday, saying the new Hamas-led government had failed to give assurances that it would recognize Israel's right to exist." [Reuters, March 29, 2006]
Canada reinstituted funding for the PA in July 2007 after the split between Fatah and Hamas. On Dec. 17, 2007, at the Conference of Donors for the Palestinian Territories, Canadian Foreign Minister Bernier announced:
"Canada is increasing support to the peace process through additional assistance to Palestinian reform and development... Canada will commit $300 million over the next five years to build security, governance and prosperity."
This commitment included a clear stipulation of specific expectations:
"Our funding is not unconditional," said Minister Bernier... "This contribution will be conditional on progress in negotiations and Palestinian reforms. In every facet of our work, we will devote special attention to the issues of hatred and incitement of violence."

To this day, Canada continues to fund the Palestinian Authority based on the English- language assurances by PA leader Abbas that he accepts Israel's right to exist, rejects terror, and does not incite to hatred and violence.
This report shows that in its own Arabic media, aimed at a Palestinian audience, the Palestinian Authority violates all these conditions.
1. Denial of Israel's existence, calls for Israel's destruction:
Examples:
a. Muhammad Dahlan, a senior PA official, stated plainly on official PA TV: " I want to say for the thousandth time, in my own name and in the name of all of my fellow members of the Fatah movement: We do not demand that the Hamas movement recognize Israel. On the contrary, we demand of the Hamas movement not to recognize Israel, because the Fatah movement does not recognize Israel, even today." [PA TV March 17, 2009]
b. A PA TV educational geography program has been broadcast regularly since August 2007, and most recently in January 2009, teaching there is no Israel and all of Israel is "Palestine:"
"... another section in Palestine ...Ashkelon in the south, until Haifa, in the Carmel Mountains. Haifa is a well-known Palestinian port... To its north, we find Acre. East of Acre, we reach a city with history and importance, the city of Tiberius, near a famous lake, the lake of Tiberius [Kinneret- Sea of Galilee]. Jaffa, an ancient coastal city, is the bride of the sea, and Palestine's gateway to the world."
Note that all of these are Israeli cities, spread over the entire country.
c. Official PA schoolbooks describe a Middle East without Israel:
"Coastal states differ in terms of their access to water sources, such as...: states located on sea coasts with accesses to two seas, for example: Palestine and Egypt to the Mediterranean Sea and the Red Sea."

Note that the Israeli city of Eilat is on the Gulf of Eilat (Aqaba).

Israel is painted over in the colors of the PLO flag in PA government Census Bureau announcements. These announcements were aired on PA TV (Fatah) - often several times a day - during and after the Annapolis conference at the end of 2007. Maps similar to this one continue to appear on official web sites in 2009 [see below].
2. Hatred is actively promoted as policy for children and adults. Hate videos, libels and lies remain a backbone of PA TV.
Examples:
a. The official PA newspaper, Al-Hayat Al-Jadida, has propogated a long-standing blood libel against Israel, falsely accusing Israel of conducting horrific Nazi-like medical experiments on Palestinian prisoners:
"Many of the male and female inmates received injections from needles they had not seen before, and which caused their hair and facial hair to fall out permanently ... others lost their sanity, or their mental condition is constantly deteriorating... and some are suffering from infertility." [Al-Hayat Al-Jadida, July 4, 2008]
b. Another wild accusation concerns the deployment of "supernatural rats" against Arab residents of Jerusalem's Old City:
"... [Israeli] settlers have been bringing chests filled with rats and releasing them in the Old City's [Arab] neighborhoods... the [Arab] residents' efforts to counter this infestation have failed, especially since cats run away from these rats because of their size and ferocity... All of the conventional efforts to kill them have not succeeded... which compels Jerusalem's [Arabs] today to face the dangers of settlement and the infestation of rats..." [Al-Hayat Al-Jadida, July 18, 2008]
c. PA TV has been broadcasting a music video from 2007 to February 2009, with the repeated refrain, "My enemy, my enemy." Israel is called a "snake, coiled around the land." The hate video denies Israel's right to exist and anticipates Israel's destruction: "You have no choice, O enemy, but to leave my country."
3. The PA openly glorifies not only past but current terrorists, venerating terrorist murderers - even those who have murdered since Annapolis.
Examples:
a. The suicide terrorist in the Israeli city of Dimona, the killer of the eight Jerusalem yeshiva students, arch-terrorist Imad Mughniyeh and other terrorists were all glorified as Palestinian heroes in official PA newspapers and television in 2008.
b. In February 2009 the PA glorified the terrorist who murdered three civilians and seven Israeli soldiers in a 2002 ambush. The terrorist and his action were praised as "the hero of the Intifada... [doing] what tens of brigades and platoons, and hundreds of missiles and heroic stories, failed to do."

c. On March 11, 2009, PA TV broadcast a special program commemorating and celebrating the 30th anniversary of the most deadly terror attack ever carried out in Israel - a bus hijacking that left 37 civilians dead. The program opened with the narrator glorifying this attack as "one of the most important and most prominent special operations, executed by the Palestinian revolution by sea, on the coast between Haifa and Tel Aviv. This operation, carried out by a team of heroes and led by the heroic fighter Dalal Mughrabi... ."
4. Far from distancing itself from earlier Arafat ideologies, the PA leadership continues to advocate Israel's destruction.
Example:
PA Fatah MP: "It doesn't mean that we don't want the 1948 borders [i.e. destroy Israel], but in our current political program, we [Fatah] say we want a state on the 1967 borders..."

Contrary to the perception that Hamas alone preaches terror, violence and denial of Israel's right to exist, this PMW Special Report documents that the PA-Fatah leadership and media promote the same message. In contrast to the moderate message that it conveys to the English-speaking world, the Palestinian Authority's Arabic-language world continues to be imbued with hate promotion and promises of Israel's expected destruction.
